Course Content
Outcome management (OM) is a framework that focuses on the benefits/changes achieved by the client after undergoing a VWO programme. It is more than identifying the inputs and processes of the VWO programme. OM identifies the effectiveness of the programme through the achievement of client successes. It is a client centric model, which puts the needs of the clients at the forefront.

The Outcome Management framework promoted by NCSS has been adapted from The Rensselaerville Institute, USA. NCSS over the last two years has trained VWO staff in using outcome management to identify the successes that they have achieved for their clients. A significant number of VWO programmes have also successfully piloted outcome management with NCSS support since January 2006.

In subsequent years, it is envisaged that more and more voluntary welfare programmes will adopt this framework to track and monitor their programmes and client outcomes.

Trainer
Ms Teo Pek Wan holds a Degree and a Graduate Diploma in Social Work and is currently Assistant Director of Children, Youth and Family (CYF) Services Department, Service Management Division of the National Council of Social Service (NCSS).

Her team deals with programme evaluation, performance and trend reports as well as onsite review visits to CYF VWOs to highlight good practices and to work on service improvement plans. She started her career in the sector as a social worker and then a manager at a CDC dealing with social assistance. She was with MCYS, Disability Services before being seconded to NCSS.

Mr Mohd Ali bin Mahmood has more than 17 years of social work experience and holds a B.A from the National University of Singapore majoring in social work. He has been Executive Director of PPIS-JURONG Family Service Centre (FSC) since 2000. Previously, he spent eight years as a Medical Social Worker in Singapore General Hospital, where he was instrumental in setting up the Medical Social Service Department in National Heart Centre and headed it for a year.

In the eight years with FSC, he has spearheaded the development of many innovative social intervention programmes, the latest being the setting up of INSPIRASI PPIS – a marriage preparation and enrichment hub for young couples. For his contributions to the sector, he received the Outstanding Social Worker Award in 2009.
